Toni is proud to be a graduate of
the prestigious
Permanent Cosmetics Institute of Southern California.
She received her permanent cosmetic
certification under the direction of
Ms. Sherry Hackett, Founder and Director of PCI.
Ms. Huggar's professional experience
in the beauty industry began in cosmetology.
She is a licensed cosmetologist and has received advanced training
and practice in the areas of
Permanent Cosmetic application as well as Hair Replacement procedures.
As the owner of Chocolate City Hair
Designs,
a multi-cultural, non-surgical hair replacement studio in Minneapolis,
MN
Ms. Huggar has established a client base that spans from
Minneapolis to San Francisco, San Diego and Las Vegas.
Her professional background also includes
work in make up design,
cosmetic consultation and application, modeling and film.
Ms. Huggar's educational background
includes studies in
business administration at the University of Minnesota.
She also studied classical piano at McPhail's and Lowry's School
of Music,
both located in Minneapolis, MN.
Currently licensed in California and
Minnesota
Ms. Huggar has received state of the art training in sterilization
procedures
and occupational health and safety techniques and has completed
additional training
with the American Red Cross in blood borne pathogens and preventing
disease transmission.
